Noah Kouadri Khazar is a technology entrepreneur, visionary, and the founder of NoahPedia and Noah's Ark Quantum Tech Lab. He is a strong advocate of the open knowledge movement and the belief that access to information is a fundamental human right.[1]
Inspired by the collaborative spirit of Wikipedia and the open-source movement, Kouadri Khazar built NoahPedia as a next-generation encyclopedia with its own fully autonomous knowledge base — independent of external APIs or servers for core content retrieval.
NoahPedia
NoahPedia is a free online encyclopedia founded in 2025. Its core mission is to make human knowledge universally accessible and free. It is modeled on Wikipedia's open-knowledge philosophy and incorporates its own built-in database of articles across 12 knowledge categories.[2]
The name draws on the archetype of Noah's Ark — a vessel designed to preserve and carry forward life and knowledge through uncertain times. All NoahPedia content is published under the Creative Commons Attribution-ShareAlike 4.0 license.

Noah's Ark Quantum Tech Lab is Kouadri Khazar's flagship technology venture, focusing on applied research at the intersection of quantum computing, machine learning, and cryptography.[3]
Philosophy
Kouadri Khazar advocates the open knowledge movement and the belief that access to information is a fundamental human right. He cites free software pioneers and Wikipedia's co-founder Jimmy Wales as inspirations. His view is that knowledge, like light, should not be locked behind walls.[4]
